What is a self-assessment scheme for property tax?

A Self-Assessment Scheme (SAS) for property tax is a system that allows property owners to calculate and declare their own property tax liability based on prescribed guidelines without waiting for the municipality to send a bill or conduct an assessment. It brings transparency, reduces disputes, and simplifies compliance for property owners.

How SAS Works

  • Property owner uses the prescribed formula (unit area value, ARV, or capital value method).
  • Owner calculates the applicable tax for their property.
  • Files the self-assessed tax declaration online or at the municipal office.
  • Pays the calculated tax amount.
  • Municipality may verify the declaration later.

Cities Using SAS

  • Bangalore (BBMP): SAS introduced in 2000 one of first in India.
  • Delhi (MCD): Self-assessment under the Unit Area Value system.
  • Hyderabad (GHMC): Online self-assessment system available.
  • Chennai (GCC): Assessment-based with self-declaration options.
  • Kolkata (KMC): Self-assessment available for property tax.

The Self-Assessment Scheme makes property tax filing transparent and owner-driven. It empowers property owners to file their taxes independently while ensuring they remain accountable for the accuracy of their declarations.
