What is TDR (Transferable Development Rights)?

Transferable Development Rights (TDR) is a land use planning tool that allows a landowner or developer to transfer the unused or earned development potential (FSI) from one plot to another, enabling construction of additional floor area on the receiving plot that would otherwise not be permissible under standard regulations.

How TDR Works

• TDR is generated when a landowner surrenders land for a public purpose — road widening, reservation, slum rehabilitation, or heritage conservation
• The authority issues a TDR certificate representing the equivalent development rights
• The TDR certificate can be used on the same plot, sold, or transferred to another plot in a permissible receiving zone
• The buyer of TDR uses it to build additional floors beyond the base FSI on their plot

• Island City (South Mumbai) : TDR can be loaded in suburbs, not in island city itself
• Western Suburbs : TDR can be loaded north of the generating plot
• Eastern Suburbs : Similar north-loading rules apply
• Premium TDR : Additional TDR can be purchased from the government at a price
